Erasmus Plus Project 2016 in Essen – Day 4: Committee 2 on Territorial Disputes

After peace conference delegates, who participated in an Erasmus project in Essen, had discussed territorial conflicts between the German Empire and its neighbouring countries in 1919, the second committee suggested a peace plan for former colonies.

Resolution 2 on Territorial Disputes: The Colonial Powers and their (former) colonies:

The Paris Peace Conference,
Notes with concern that many territories are under foreign rule, 
Alarmed by the fact that the local populations are suppressed by them,
Deeply convinced that suppressing ethnicities is detrimental to peace,
Emphasising that the former colonies should become new countries 
which should be created according to their own local ethnicities,
1. Demands the future independence of the British, Italian, Belgian, 
American colonies, dominions and protectorates;
2. Accepts the annexation after being mandates for up to ten years 
and through closed plebiscites of the following territories:
a. Hongkong and Weihai to the Republic of China,
b. Dalian and Formosa to the Republic of China;
c. From Trentino through South Tyrol to Trieste, Fiume
3. Demands that the Colonial Empires are allowed to rule their 
colonies for up to 10 years after the Paris Peace Conference 
in order to stabilise the economies of the colonial empires 
after the world war and 
a. Demands that the Colonial Empires may not be allowed to 
charge their former colonies any compensatory fees in the future,
b. Urges former Colonial Empires to keep free trade zones with
their former colonies;
4. Recognizes
that Great Britain requests the formation of a trade alliance 
under the name of the Commonwealth Trade Alliance (CTA) 
with Canada and India to support their local economies and also 
offers to the other Commonwealth nations to participate in the CTA;
5. Appreciates the idea that the newly created countries have the right to:
a) choose their own national language,
b) create their own flag
c) change the boundaries if there are any ethnic arguments 
(e.g. arguments between Muslims and Christians).
7. Calls upon the establishment of the Committee of Independence 
as a part of the League of States to supervise and approve the cases
of colonies in question;
a) Asks for this committee to discuss the economic, political and 
social status of the colonies striving to achieve self-governance
b) Strongly urges the committee to encourage the creation of fair 
democratic states with a strong notion of equality with regards to 
human rights
c) Notes that the independence of India and Canada will be 
acknowledged immediately due to their level of economic 
and social development
8. Urges :
a. Austria to receive Istria as an access to the sea
b. Austria to receive the north-eastern part of Italy 
in order to have access to the sea
c. The Ottoman Empire to keep Turkey  
d. The Kingdom of Croats, Serbs and Slovenes to get Hungary
9. Clears the Austrian intent to renounce the Bohemia-Moravia area, 
considering the majority of the German population, with the intent that 
it holds a closed plebiscite for its people
